SECOA is structured into 10 Work-Packages, of which 8 that are needed to be integrated from many collaboration points of view between their component tasks. The management activities have a particular strategic importance to the success of the project.

Another important point is the coordination of the end user, and the continuous monitoring of the relationship between the technical findings and their variable needs.

In order to achieve this success, we propose a lean and effective organizational structure that is outlined in the figure below and described in detail below.


The governing bodies of SECOA are:

Steering Committee - it is the project operational decision-making and arbitration body, which will implement the provisions of the Consortium Agreement;

Scientific Coordination Team - it is responsible for ensuring that project deliverables comply with the planned activities, that they are correctly and timely communicated to Steering Committee and to participants that would require them;

End Users Panel - it includes representatives of local and national institutions, such as Municipal Managers and Administrators for urban, environmental, cultural, health issues, Environmental Agencies, Agenda 21 etc. The members of the EP have will guarantee an important multidisciplinary approach to the evaluation of the results of the case studies analyses;

Advisory Board - it will be set up on the 6th project month after having invited representatives from international organizations that have ongoing initiatives linked with SECOA, i.e. UN-WTO Word Tourism Org, UN-HABITAT, UNI-ISDR , UNESCO-IOC. They will be invited to participate at the 1st,  2nd and 3rd project meetings.

Management Team - The Management team is responsible for the overall administrative and financial execution. It will ensure the immediate execution of budget or financial related decisions.
